you know how in d2 they had charms that boost w/e the charm listed like for example... +5 to health, etc. does GW have such a thing?

Nope, they don't. They have scrolls that can increase the EXP gain for you and all of your party members. That is the closest thing. Kinda like Exp % on anni.

how do u use these scrolls? do they have to be equipped or what?

Double click, they have durations which are usually conditiona. If you dont kill a monster in 30 seconds, they end. If you dont kill a boss in 5 minutes, they end.
